Data Collection Purpose

Report fiscal year (FY) expenditures to determine 2019–20 Title I, Part A unspent funds and compliance with the extended availability period based on the Federal Funding Flexibility Waiver.

This new data collection is for local educational agencies (LEAs) to report expenditures related to the Fiscal Year (FY) 2019–20 Title I, Part A funds.

Program Information

On September 10, 2021, the United States Department of Education (ED) granted the State of California approval of their COVID-19 Federal Funding Flexibility Waiver Request which extended the period of availability of funds in Section 421(b) of the General Education Provisions Act for FY 2019–20.

The COVID-19 Federal Funding Flexibility Waiver extended the period of availability of Fiscal Year 2019–20 Title I, Part A funds until September 30, 2022.

Note: LEAs completed the 2019–20 Title I, Part A LEA Closeout Report during the Winter Release last year to report expenditures through September 30, 2021. However, due to the extended period of availability for FY 2019–20 funds, LEAs will complete the 2019–20 Title I, Part A LEA Closeout Report, 39 months, to report expenditures through September 30, 2022.

LEAs that reported a carryover amount for FY 2019–20 in the 2019–20 Title I, Part A LEA Carryover during the Winter Release two years ago, must report expenditures related to that carryover amount to confirm the amount of FY 2019–20 Title I, Part A funds spent by September 30, 2022. This form must be completed, even if the LEA reported all funds were spent by September 30, 2021 during the Winter Release last year.

Amount of funds CDE invoiced the LEA, if applicable: The amount above the allowable 15 percent carryover, as displayed in the same fiscal year Title I, Part A LEA Carryover data collection form, for which the LEA received an invoice from the California Department of Education (CDE), if applicable.

Adjusted carryover amount: The carryover as of September 30, 2020, minus the amount of funds CDE invoiced the LEA, if applicable.

Note: LEAs completed the 2019–20 Title I, Part A LEA Closeout Report during the CARS Winter Release last year to report expenditures through September 30, 2021. However, due to the COVID-19 Federal Funding Flexibility Waiver which extended the period of availability for FY 2019–20 funds, LEAs will complete the 2019–20 Title I, Part A LEA Closeout Report, 39 months, to report expenditures through September 30, 2022.

LEAs will report expenditures as of September 30, 2022 for FY 2019–20 in this data collection form. The CDE will invoice LEAs with remaining unspent FY 2019–20 funds after the close of the 2022–23 CARS Winter Release.

2019–20 Expenditures as of September 30, 2022 Final expenditures cannot be greater than the adjusted carryover amount. Ensure the final expenditures are not greater than the adjusted carryover amount.
Adjusted Carryover Amount The adjusted carryover amount must be recalculated. A change has occurred to either the Title I, Part A LEA available allocation amount, the Federal Transferability amount, or the expenditures amount reported in Title I, Part A LEA Carryover. To recalculate this value and resolve this error, save this submission again. To recalculate this value and resolve this error, select the form to open, then save it again.
