The rates are provided for informational purposes and reflect current legislation as of October 9, 2020.

The NSS allowance is based on the combination of ADA, and the number of full-time teachers for elementary schools or the number of full-time equivalent certificated employees for high schools, whichever provides the lesser amount.

Statewide Absence Rates
The following 2019–20 statewide absence rates will be used in the calculations of 2020–21 ADA for newly operational charter schools and LEAs eligible for a growth apportionment pursuant to EC Section 43505.
ADA for newly operational charter schools will be determined using the charter school’s 2020–21 enrollment as of October 7, 2020 as reported in the California Longitudinal Pupil Data System adjusted by the statewide rate of absence for 2019–20 for Elementary (Grade Spans TK/K–3, 4–6, and 7–8) or High (Grade Span 9–12).
For continuing LEAs that apply and are deemed to have met the statutory criteria for funding based on growth, 2020–21 ADA will be determined by using the lesser of:
(A) the LEA’s certified CALPADS enrollment as of Information Day, October 7, 2020 reduced by the statewide average rate of absence for 2019–20, or
(B) the LEA’s projected 2020–21 enrollment reduced by the statewide average rate of absence. If ADA is used to establish eligibility for growth funding, CDE will use the 2020–21 ADA projected by the local educational agency in its substantiating documentation.

The statewide absence rates were calculated using 2018–19 elementary school district (K–8) and high school district (9–12) ADA reported as of the Second Principal Apportionment, divided by Fall Census Day enrollment (October 2018).
ADA will not be reported for apportionment in 2020–21, therefore the statewide absence rate will not be needed for purposes of the Course Based Independent Study ADA adjustment.
