Funding Description
Funding for this program is apportioned through the Principal Apportionment for reimbursement to eligible local educational agencies (LEAs) who provided educational services to adults in correctional facilities.Eligibility

Required Eligibility Criteria | LEAs that received funding for Adults in Correctional Facilities in the prior fiscal year are eligible. Funds for new LEAs are contingent on funds made available as a result of a reduction or the elimination of an existing LEA's level of funding. |
Other Eligibility Considerations | For apportionment purposes, the classes maintained for adults in correctional facilities must meet the requirements set forth in Education Code Section 41976. The term "correctional facilities" includes any county jail, county industrial farm, or county or joint county road camp. |

Allocation Formula | Of the $9,383,000 budget appropriation, $0 was provided for a cost-of-living adjustment and growth. Funding for 2024-25 is equal to the prior year Adults in Correctional Facilities (AICF) funding multiplied by the prior year funded average daily attendance (ADA). The amount appropriated in this item shall be allocated based upon 2023-24 rather than 2024-25 expenditures. Funding distributed to each LEA for reimbursement of services provided in the 2023-24 fiscal year for the AICF Program shall be limited to the amount received by the agency for services provided in the 2022-23 fiscal year, increased by the percentage change determined and provided pursuant to paragraph (2) of subdivision (d) of Section 42238.02 of the Education Code for the 2023-24 fiscal year. Funded ADA is the lesser of the reported 2023-24 Annual ADA or the LEAs' ADA cap for 2022-23. The 2023-24 cap for LEAs with 20 units or less of ADA in 2022-23 is equal to the LEA's 2022-23 ADA plus 20 ADA for growth. The cap for LEAs with more than 20 units of ADA in 2023-24 is the ADA cap for the 2022-23 plus two and one-half percent for growth. If growth funds are insufficient, an adjustment will be made to 2022-23 per-pupil growth rates. |
