Dear County Superintendents of Schools:
Twelfth Apportionment for the
Expanded Learning Opportunities Grants
Amounts Paid from ESSER III Fund, State Reserve for Learning Loss (Resource Code 3219),
Fiscal Year 2020–21
This apportionment, in the amount of $40,587,215, is made from the federal Elementary and Secondary School Emergency Relief (ESSER III) Fund, State Reserve for Learning Loss, pursuant to the federal American Rescue Plan Act of 2021 (Public Law 117–2), and California Education Code (EC) Section 43521(a)(4) added by Section 2 of Assembly Bill (AB) 86 (Chapter 10, Statutes of 2021), and amended by Section 34 of AB 130 (Chapter 44, Statutes of 2021) and Section 12 of AB 167 (Chapter 252, Statutes of 2021). Funds are available to local educational agencies (LEAs) in support of the Expanded Learning Opportunities Grant (ELO-G).
The ESSER III Fund, State Reserve for Learning Loss, is one of four federal fund sources available for ELO-G in EC Section 43521(a); other federal sources which are being paid in separate apportionments are listed on the ELO-G Apportionment Overview web page at https://www.cde.ca.gov/fg/fo/r14/elogfed20apptoverview.asp.

This apportionment provides payments to LEAs that submitted federal ELO-G Assurances by June 30, 2022, and submitted the Fall 2024 expenditure report. The amount paid in this apportionment reflects the reported expenditures and obligations for federal ELO-G/ESSER III Fund, State Reserve for Learning Loss, minus prior apportionments. In order to meet federal cash management rules and regulations, remaining federal funds will be released quarterly based on the ELO-G Quarterly Expenditure Report. For the purpose of federal allocations and apportionments, a locally funded charter school is included with the chartering authority.

County Superintendents of Schools were notified of this apportionment by email sent to their CDEfisc email addresses.
