The Expanded Learning Opportunities Program (ELO-P) Transitional Kindergarten (TK) & Kindergarten (K) Report was designed to capture data from Local Educational Agencies and learn how their ELO Program was designed to provide access to TK/K students.Executive Summary
This report is required by California Education Code Section 46120(f). This section provides that any local educational agency (LEA) receiving an apportionment for the Expanded Learning Opportunities Program in 2023–24 must provide data for any and all third-party providers who are operating the program at an off-site location.
The California State Legislature will use these data to help inform the decision as to whether or not the Expanded Learning Opportunities Program will continue to be exempt from licensing and special permit requirements.
To date, there have been a total of 1,352 submissions out of a total of 1,629. Three hundred and twenty-eight third-party providers operated during the regular school year and provided access to 3,294 transitional kindergarten (TK) students and 8,052 kindergarten (K) students (totaling 11,346 students). Two hundred and twenty third-party provider contractors operated during non-school days and provided access to 8,793 TK students and 17,050 K students (totaling 25,843 students). Thirty-nine third-party providers who are also licensed by the State Department of Social Services for purposes of community care licensing provided access to TK and K on a non-LEA site in the 2023–24 fiscal year and provided access to a total of 2,335 TK and K students.
