Enrollment Table for Children with Disabilities

This enrollment table is provided as a resource to be used when preschool-age children with disabilities are placed in an educational program pursuant to their Individual Education Program (IEP).

This table is provided as a resource to be used when preschool-age children with disabilities are placed in an educational program pursuant to their Individual Education Program (IEP) to help determine when such children may also participate in the California State Preschool Program (CSPP). Please note, no child can be receiving CSPP services during the hours of the special education placement, pursuant to the child’s IEP.

The scenarios given on this table are intended for illustrative purposes only. Program hours may vary. For more specific guidance regarding individual program information, please contact your Program Quality Implementation (PQI) Consultant on the California Department of Education's Consultant Regional Assignments web page.

Any applicable Title 22 regulations should be followed in all non-exempt CSPP programs.

Special Education Given Scenarios Part-Day CSPP Operates 8:30 to 11:30 a.m. Part-Day CSPP Operates 12:30 to 3:30 p.m. Full-Day CSPP
7:30 a.m. to 5:30 p.m.
Child Enrolled in Special Education placement pursuant to child’s IEP (for example, Preschool Special Day Class [SDC]) from 8:30 to 11:30 a.m.
  • Child can participate in CSPP activities but cannot be enrolled in CSPP itself as a CSPP student since the hours of CSPP and SDC overlap.

Counts towards set aside: No

  • Child can be enrolled in the afternoon CSPP, as the hours of both programs do not overlap.

Counts towards set aside: Yes

  • Child can be enrolled in CSPP before and after SDC hours.
  • The certified schedule must be adjusted to not include the hours of the SDC.
  • Child can be enrolled until 8:29 a.m. and after 11:31 a.m.

Counts towards set aside: Yes

Child Enrolled in transitional kindergarten (TK) Special Education placement pursuant to child’s IEP (for example, TK SDC) from 8:30 to 11:30 a.m.
  • Child can participate in CSPP activities but cannot be enrolled in CSPP itself as a CSPP student since the hours of CSPP and TK SDC overlap.

Counts towards set aside: No

  • Child can be enrolled in the afternoon CSPP, as the hours of both programs do not overlap.

Counts towards set aside: Yes

  • The child cannot be enrolled in Full-Day CSPP if participating in a TK program. (For more information, See Management Bulletin 23-01)

Counts towards set aside: Not applicable

Child Enrolled Special Education placement pursuant to child’s IEP (for example, Preschool SDC) from Monday - Thursday 8:30 to 11:30 a.m.
  • On Monday – Thursday:
    • Child can participate in CSPP activities but cannot be enrolled in CSPP itself as a CSPP student since the hours of CSPP and SDC overlap.
  • On Friday, child can be enrolled in part day CSPP for one day a week.

Counts towards set aside: Yes

  • Child can be enrolled in the afternoon CSPP, as the hours of both programs do not overlap.

Counts towards set aside: Yes

  • Child can be enrolled in CSPP before and after SDC hours.
  • The certified schedule must be adjusted to not include the hours of the SDC.
  • On Monday – Thursday:
    • Child can be enrolled until 8:29 a.m. and after 11:31 a.m.
  • On Friday, child can be enrolled all day.

Counts towards set aside: Yes
