Documents will be shared at the beginning of each Universal PreKindergarten (UPK) Mixed Delivery Quality and Access Workgroup (Workgroup) meeting. In addition, the California Department of Education will post Workgroup meeting documents to the California Educators Together (CET) website. UPK Mixed Delivery Quality and Access Identifying Barriers: What are the barriers programs face in implementing Quality and increasing Access through Mixed Delivery?
- The Workgroup will explore the following overarching questions through a combination of presentations, facilitated discussions, and public comment.
- What barriers prevent programs within California’s mixed delivery system from implementing high-quality universal preschool programs (meeting Title 5 standards)? How can these barriers be addressed?
- What elements of current preschool program standards contribute to the barriers?
