    • Under "Quick Bill Search," select either "Bill Number" or "Keyword(s)"
    • Enter the bill number or keyword, respectively

  • Local Indicator Reporting Window
    The California Department of Education (CDE) opened the reporting window for California School Dashboard (Dashboard) Coordinators to report their local educational agency’s (LEAs) 2023–24 Local Indicators to the Dashboard. These are the local indicators that will be reported on the 2024 Dashboard. This includes reporting the date that the 2024 local indicator results were reported to the local governing board/body on or before July 1, 2024, at the same meeting at which the Local Control and Accountability Plan (LCAP) is adopted. The 2024 Dashboard reporting window will be open from June 3, 2024, through July 31, 2024. If an LEA does not submit results within the reporting window, a performance rating of “Standard Not Met” or “Standard Not Met for Two or More Years,” as applicable, will appear on the LEA’s 2024 Dashboard.
  • Williams Monitoring
    Williams visits started including charter schools in 2022–23 with the development of a new Williams list (2021–22) under AB 599 External link opens in new window or tab. . In the Budget Trailer Bill (SB 114) External link opens in new window or tab., California Education Code Section 1240 was amended such that the list developed in 2021–22 will be utilized for 2022–23 and 2023–24. A new list will be generated for 2024–25, and again every three fiscal years thereafter. The 2021–22 list is available at the CDE Schools Eligible for Williams Monitoring web page. The CDE will produce a new list of schools eligible for Williams monitoring following the publication of the 2024 Dashboard.
  • Woolard v. Thurmond
    On June 7, 2024, the U.S. District Court for the Eastern District of California dismissed the case Woolard v. ThurmondExternal link opens in new window or tab.(PDF). As this case may have implications for the purchase of instructional materials by parents of students at nonclassroom-based charter schools, it is recommended that authorizers consult their legal counsel.

Fiscal Hot Topics

  • Pupil Estimates for New or Significantly Expanding Charters
    Pupil Estimates for New or Significantly Expanding Charters (PENSEC) are due by July 31, 2024, for the 2024–25 fiscal year. The PENSEC allows for new or expanding charters to receive advance apportionment funding based on the PENSEC and Charter 20-Day Attendance Report.   • 45-Day Budget Revise
    Per EC Section 42127(h), all LEAs have the option/ability to file a revised budget up to 45 days after the Governor has signed the California Budget into law. This revision allows LEAs to start the fiscal year with accurate budget information based on significant changes to revenues and expenditures. Governor Newsom signed the California Budget on June 26, 2024. All 45-day revisions are due by August 10, 2024.

What supports can authorizing staff offer their governing boards in preparation for renewal?

Best practices to support the governing boards of charter authorizers may include offering training or study sessions for governing board members related to legal requirements, including timelines and standards for renewal. Can CASI put together one document with all of the “one year’s growth” information from all the verified data test providers?

At its May 2023 Meeting, the SBE adopted the Updated List of Valid and Reliable Assessments Required by EC Section 47607.2. Please see the May 2023 SBE Agenda Item 02 (DOCX). This item included “Table.5 Publisher Guidance on Understanding Student-level Achievement of Progress Across One Year,” beginning on page 25.
