Private School Affidavit (PSA) Filing Requirement

The filing of the Private School Affidavit (PSA) is an annual requirement of all private schools, including nonpublic nonsectarian (NPS) schools, offering elementary and high school level instruction in California. Per California Education Code (EC) Section 33190, an affidavit shall be filed with the California Department of Education (CDE) by October 15 of each year. This notice is to inform you of the annual PSA filing requirement and that a current PSA is not on file for your school. It also provides information for filing a PSA, as well as implications for not filing.

Note: If you are no longer operating a private/NPS school, you may disregard this notice. The school’s status will automatically be updated to “closed” on June 30.

Filing a Private School Affidavit

The CDE PSA Filing system is available each year between August 1 and June 30. If your private/NPS school offered elementary and high school level instruction in California for the 2024–25 school year, we ask that you file a PSA at your earliest convenience. To file a PSA, please use the CDE Private School Affidavit 2024–25 filing system at https://www3.cde.ca.gov/psa. Unless you filed in 2023–24, you will need to use the blank form when filing, as any confirmation codes prior to 2023–24 will not work to access previous PSA information.

Implications for Not Filing a Private School Affidavit

Per EC Section 33190, the CDE is required to publish a directory of private schools, which is based on information provided on the PSA. For the CDE to maintain a more accurate directory of private schools, NPS schools will be included in our annual year end private school closure process. Therefore, any private/NPS school that has not filed a PSA for the current school year will be indicated as “closed” in the California School Directory effective June 30.
