The Instructional Quality Commission (IQC or Commission) is an 18-member panel that includes two Members of the Legislature appointed, respectively, by the Senate Committee on Rules and by the Speaker of the Assembly and serving at the pleasure of their appointing powers. The legislative members participate in the Commission's work to the extent that such participation is not incompatible with their positions as Members of the Legislature. The State Board of Education (SBE) appointed 13 of the 16 public members, and the other three are appointed, respectively, by the Governor (Carlos Ulloa), the Senate Committee on Rules (Carla Herrera), and the Speaker of the Assembly (Michelle Herczog). The public members serve four-year, staggered terms and may serve only one full term.
