   1. Call to Order
      Commission Chair Rustin called the meeting to order at approximately 10 a.m.
      
      
   2. Salute to the Flag
      Commissioner Muñoz led the salute to the flag.
      
      
   3. Overview of Agenda
      Commission Chair Rustin gave an overview of the agenda.
      
      
   4. Approval of Minutes for the September 22–23, 2021, Commission Meeting (Action)
      ACTION: Commissioner Fairchild moved to approve the September 22–23, 2021, Commission meeting minutes. Commissioner Williamson seconded the motion. There was no discussion or public comment. The motion was approved by a roll call vote of the members present (15–0). Commissioner Costa-Hernández abstained from the vote. Assemblymember Ramos and Senator Allen were absent from the meeting.
      
      
   5. Report of the Chair
      Commission Chair Rustin gave a report.
      
      
   6. Executive Director’s Report
      Interim Executive Director Mike Torres gave a report.
      
      
   7. Report for the State Board of Education (SBE)
      SBE liaisons Rucker and Straus reported on the activities of SBE.
      
      
   8. California Dyslexia Initiative Presentation (Information)
      The Commission received a presentation from staff on the California Dyslexia Initiative.
      
      
   9. Plan January 19, 2022, New Commissioner Orientation (Discussion)
      The Commission discussed the upcoming January 2022 new Commissioner orientation.
      
      
   10. Commissioner Acknowledgments
       This was the last meeting for Commissioners Chapman, Fairchild, Muñoz, and Renteria with their terms on the Commission ending. Commissioners acknowledged their work while on the Commission. Commissioners Chapman, Fairchild, Muñoz, and Renteria also shared some parting words and reflected on their time on the Commission.

       Commission Chair Rustin adjourned the meeting at 11:18 a.m.
