Consolidated Application and Reporting System (CARS) Opens May 19, 2023
Consolidated Application and Reporting System (CARS) Authorized Representatives and User Administrators were recently sent the listserv message below, announcing the opening of the CARS Winter Release on Friday, May 19, 2023. CALPADS LEA Administrators should communicate with their Title I Coordinators to submit the "2022–23 Title I, Part A Notificationn of Authorization of Schoolwide Program" form as soon as possible after CARS opens. Once a school's Schoolwide status is authorized in CARS, that status is uploaded to CALPADS (these uploads are implemented on a nightly basis). CALPADS expects Title I Targeted (Education Program Code 122) records unless a school is identified as Schoolwide. Therefore, once schools' Schoolwide statuses are in CALPADS, the fatal Certification Validation Rule (CVR( CERT097 – Missing Title I Targeted Assistance Program Records will no longer trigger for those schools.
The CARS Winter submission will close on June 30, 2023; however, to meet CALPADS needs, only the "2022-23 Title I, Part A Notification of Authorization of Schoolwide Program" form will remain open until July 28, 2023. LEAs, however, should update schools' Schoolwide statuses as soon as possible, and should not wait until July. For LEAs that end up submitting Statewide statuses to CARS in July, they should do so at least a week before July 28, 2023 to ensure that the statuses are uploaded in CALPADS and that there are no other issues preventing them from certifying their End-of-Year 2 submission by the CALPADS July 28 certification deadline.

2022–23 Winter Release
The targeted opening date for the data collection forms (forms) of the 2022–23 Consolidated Application and Reporting System (CARS) Winter Release is Friday, May 19, 2023.The submission deadline is 11:59 p.m. on Friday, June 9, 2023, and the forms will close at 11:59 p.m. on Friday, June 30, 2023. Forms will not be reopened after their close date.
User Account, Access, Roles
Prior to the opening of the upcoming Winter Release, we recommend that you confirm that your logon credentials are active in CARS and that your contact information is up-to-date in your user account.Updating your password, email address, and/or other user account details must be addressed in the Centralized Authentication System (CAS).
The user at your local educational agency (LEA) who has the User Administrator role in CARS has the permission, via the Users tab, and responsibility to manage all user access and roles to the LEA in CARS. Your User Administrator can confirm for you whether you have access to the LEA in CARS, and if you do, then via which CAS username, and can confirm which email address is currently associated with your CAS username.
