Purging of Former Foster Youth Report
Per an agreement with the California Department of Social Services (CDSS), report 5.9 – Former Foster Youth – Student List only includes current foster students, which includes those who ceased being a foster youth in the current academic year. The Former Foster Youth report does not span academic years. Therefore, as a reminder, after the weekly upload on July 1, 2024, the report will be refreshed and will begin to show only students who continue to be foster or become foster in the 2024–25 academic year. If there is a need to keep historical records of the former foster youth in the 2023–24 academic year, you must download report 5.9 as a Comma Separated Values (CSV) file or save a copy of the report prior to June 30, 2024.
Preparing for Direct Certification Counts During July and August
Local educational agencies (LEAs) should download the Direct Certification results prior to June 30, 2024, if they have a need to track the students who were directly certified by CALPADS in 2023–24.
LEAs are also reminded that, as they exit their students at the end of the academic year in CALPADS, all students exited with a Student Exit Reason Code of anything other than an E155 – Year End Enrollment Exit or E156 – Grade 12 Continuing will not be sent over for direct certification matching until subsequent enrollment records for the new academic year are posted in CALPADS. This means that while your direct certification counts will include students who have been exited but whom you expect to return in the next school year (students exited with E155 and E156), your direct certification counts could still be significantly lower than expected until subsequent enrollments are submitted to CALPADS.
End-of-Year Submission Reminders
Certifying the Consolidated Application and Reporting System (CARS) for Schoolwide Program (SWP) Schools
A school that receives Title I, Part A funds operate one of two programs:
- Schoolwide Program (SWP); or
- Targeted Assistance School (TAS) Program
Until a school has met all the requirements to operate as a SWP school and has received approval of the SWP plan from the local governing board, the school is considered a Title I Targeted Assistance School. If the school is TAS, student-level targeted assistance program records (Education Program Code 122) are expected in CALPADS.
LEAs are reminded to identify schools with a schoolwide program (SWP) status by certifying the “2023–24 Title I, Part A Notification of Authorization of Schoolwide Program” form in the Consolidated Application and Reporting System (CARS) as part of the Winter submission. While the Winter submission window is currently closed, to allow LEAs to meet CALPADS requirements, this form remains open. LEAs should certify schools’ SWP statuses as soon as possible and should not wait until the certification deadline of July 26, 2024. This will ensure timely uploading of SWP statuses in CALPADS and prevent any issues with certifying the End-of-Year 2 submission by the July 26, 2024 certification deadline.
- If the school is not an Authorized SWP School, the school is considered a Title I Targeted school. These LEAs will receive fatal certification validation error CERT097 – Missing Title I Targeted Assistance Program Records, if no student program records with an Education Program Code of 122 – Title I Targeted have been submitted to CALPADS for the school, and they will not be able to certify their End-of-Year (EOY) 2 submission.
CALPADS LEA Administrators should communicate with their LEA Title I Coordinators to ensure that this form is certified in CARS for any schools with a SWP status.
- If the school is not an Authorized SWP School, the school is considered a Title I Targeted school.
