Members of the ACSE Breaking Barriers Ad Hoc Workgroup will be meeting prior to the start of the ACSE meeting to discuss opportunities and challenges at the state level related to collaboration across systems to transform children's social, emotional, and behavioral health.

Item 1–Panel Discussion on the Continuum of Care Reform: Teresa A. Owensby, Policy Manager, Continuum of Care Reform Branch, Department of Social Services; Ken Berrick, Chief Executive Officer (CEO), Seneca Center Family of Agencies; and Anjanette Pelletier, Senior Administrator, San Mateo County Special Education Local Plan Area; will serve on a panel to discuss the Continuum of Care Reform (CCR), put into policy through AB 403. The CCR provides a statutory and policy framework to ensure services and supports provided to a child or youth and his/her family are tailored towards the ultimate goal of maintaining a stable permanent family. This policy limits the options for group or congregate care to short term interventions. Panelists will discuss the changes and considerations necessary to ensure continuity and appropriate educational supports and services for children in these settings. Item 2–Bridging Education, Child Welfare, and Social Service Systems Program Overview, Samueli Academy: Chris Simonsen, CEO, Orangewood Foundation and the Samueli Academy; and Bob Theemling, Chief Program Officer, Orangewood Foundation, will share information about the Samueli Academy’s system for bridging education, child welfare, and social service that uses a whole child approach to meet the needs of students and families. Item 3–Special Education Funding in California: A five part item covering several areas related to the current structure of California’s special education funding. (Item type: Information, discussion, action)

    Part 1, Special Education Funding Recommendations from the Public Policy Institute of California: Paul Warren, Research Associate, Public Policy Institute of California, will provide an overview of the recent report by the Public Policy Institute of California which outlines recommendations related to special education funding.

    Part 2, 2017–18 Education Budget Update from Department of Finance: Ian Johnson, Principal Program Budget Analyst, Department of Finance, will provide an overview of the Governor’s proposed budget for 2017–18, including special education.

  • 2–2:45 p.m.

    Part 3, Role of Special Education Local Plan Areas (SELPAs) in Current Service Delivery Structure: Kathy Skeels, Assistant Superintendent, Special Education/SELPA Director, San Joaquin County Office of Education; Mary Samples, Assistant Superintendent, Ventura County SELPA, and Finance Committee Chair of the Statewide Special Education Task Force; and Maureen Burness, retired, Co-Director of the Statewide Special Education Task Force and former ACSE Commissioner, will discuss the role and function of SELPAs in California.

    Part 4, Small Group Discussions around Special Education Funding and Structure: Given the language in the Governor’s proposed budget for 2017–18, the ACSE Commissioners will engage in small group discussions specific to these areas:

  • School funding mechanisms should be equitable, transparent, easy to understand, and focused on the needs of students.

  • General purpose funding should cover the full range of costs to educate all students.

  • School districts should be provided the flexibility to establish goals and design innovative ways of delivering services to all students.

  • School districts are responsible for planning and implementing programs that lead to continuous improvement, measured by academic outcomes.

    Part 5, Small Group Discussion Report Out: Commissioners will report on the content and outcomes from the small group discussions specific to the principles outlined in the Governor’s proposed budget for 2017–18.

The ACSE is precluded from discussing matters not on the agenda; however, questions may be asked by Commissioners for clarification purposes. Item 5–Update on the Development of California’s Accountability System: Director Cindy Kazanis of the California Department of Education (CDE) Analysis, Measurement, and Accountability Reporting Division (AMARD); and Jenny Singh, Administrator of the Academic Accountability Unit, CDE, AMARD, will discuss recent developments in creating an integrated local, state, and federal Accountability and Continuous Improvement System. Item 6–California’s State Systemic Improvement Plan Update: Jim Alford, Education Programs Consultant, SED, CDE, will provide an update on California’s development of the State Systemic Improvement Plan (SSIP) to align with the statewide accountability system. The SED will present Phase 3 of the SSIP to the State Board of Education (SBE) for approval in March 2017 before submission to the United States Department of Education’s Office of Special Education Programs (OSEP) in April 2017. The ACSE will make a recommendation regarding approval of the SSIP for the March 2017 SBE meeting. (Item type: Information, discussion, action)

Item 8–Grazer Outstanding Achievement in Learning Award Recommendation: Mariano Sanz, ACSE Commissioner and Chair of the Grazer Outstanding Achievement in Learning (GOAL) Award Committee, will share the outcome of the application review process, and present the Committee's recommendation for the 2016–17 GOAL award. Item 9–Special Education Data and Update on New Federal Regulations Addressing Significant Disproportionality in Special Education: Shiyloh Becerril; Administrator; Assessment, Evaluation, and Support Unit; SED; CDE will provide an overview of the new federal regulations on Significant Disproportionality and respond to ACSE request for data. Donna DeMartini, Administrator, Focused Monitoring and Technical Assistance Unit II, SED, CDE, will present SED’s findings related to the request. Pursuant to Section 17070.80 (d)(3) of the California Education Code, the ACSE will prepare a recommendation to the State Superintendent of Public Instruction.
