Item 2–State 2015–16 Budget Update: Lisa Mierczynski and Ian Johnson, Principal Program Budget Analysts, Department of Finance, will report on the 2015–16 state budget, including an overview of the budget package with emphasis on those items related to special education. Item 3–Legislative Updates and Discussion: Commissioners will break into groups to discuss proposed legislation, and will reconvene to discuss any proposed action items. Bills to be discussed are:

Item 4–Special Education Division Projects Update: Dona Meinders, Project Director, Center for Prevention and Early Intervention, WestEd, will report on the Aligning and Integrating Special Education Practices, and Family Empowerment and Disability Council Technical Assistance projects. Item 5–General Public Comment and Organizational Input: Public comment and organizational input is invited on any matter, including items not on the agenda. The ACSE is precluded from discussing matters not on the agenda; however, questions may be asked for clarification purposes. Issues raised by the public may be referred to a future meeting agenda. Depending on the number of individuals wishing to address the ACSE, the Chair may establish time limits on presentations. (Item type: Information)

Item 6–Family Voice: Family Empowerment Centers (FECs) and Parent Training and Information Centers (PTIs) participants will present issues of importance to families. Stakeholders wishing to give public comment via teleconference may contact their local FEC or PTI prior to the meeting to arrange in person comment at the FEC or PTI. A listing of California’s federally funded FECs and PTIs can be found on the California Department of Education (CDE) California Parent Organizations Web page or at the California Family Empowerment Centers on Disability (PDF).

Item 7–Public Input on the California Competitive Integrated Employment (CIE) Project: Jennifer Bianchi, Transition Coordinator, California Department of Education, Special Education Division, will report on the CDE, SED partnership with the Department of Rehabilitation and Department of Developmental Services to develop a series of questions to solicit Commissioner and public feedback on the plan. The public is encouraged to join the teleconference, and the questions are detailed below. A draft of the CIE Definition developed by the CIE Interagency Workgroup is available on the California Competitive Integrated Employment (CIE):

Interested parties unable to provide input during the time allotted for this item on the call or at the in-person meeting may submit questions or comments to californiacie@dor.ca.gov. Questions on the CIE Blueprint Development Process:

1. How can existing services such as day programs and work service programs be modified to become the stepping stones to competitive integrated employment opportunities for individuals with intellectual disabilities and developmental disabilities?
   
   
2. What are some innovative strategies we could use to develop new or improved existing resources that support individuals in preparing for or engaging in competitive integrated employment?
   
   
3. We have heard feedback from consumers and their families that there is a need for more job preparation services prior to engaging in employment. So given that need, what skills should the job preparation services focus on to better prepare consumer for employment?
   
   
4. What are the barriers or concerns that consumers and family members have about consumers entering competitive integrated employment, what suggested strategies do you have, and how might these strategies be implemented statewide?
   
   
5. Where do opportunities exist as we move to competitive integrated employment outcomes?

Item 10–Accountability Discussion: Jenny Singh; Administrator; Academic Accountability Unit; Analysis, Measurement, and Accountability Reporting Division; CDE; will describe the purpose of the accountability work, discuss the common linkages with assessment, and facilitate input from ACSE Commissioners regarding the engagement of students with disabilities in a new accountability system. Questions to be posed in the Accountability discussion:

1. What is the desired overall outcome for students with disabilities?
   
   
2. The State Board of Education (SBE) is considering the development of a college and career indicator. What do students with disabilities need to be able to do when they graduate, and how can that be measured?
   
   
3. What are the skills that can be measured in a valid and reliable manner, for students with disabilities in grades K–12, that could be included in the statewide accountability system?
