Members of the ACSE Breaking Barriers Ad Hoc Workgroup will be meeting prior to the start of the ACSE meeting to discuss opportunities and challenges at the state level related to collaboration across systems to transform children's social, emotional, and behavioral health.

AGENDA

1. Overview of the Breaking Barriers Initiative.
   
   
2. Identify policies that would be helpful to increase access, and address the current barriers, for children to receive mental health services.
   
   
3. Discuss potential legislation that may be helpful to increase access for children to mental health services.
   
   
4. Identify funding that might be made available to school districts to support mental health services for children in California counties.
   
   
5. Discuss and identify specific action that the ACSE may take at the October meeting to address barriers that have been identified.
   
   
6. Student Mental Health Policy Workgroup recommendations regarding multi-tiered system of supports.

Item 1–Update on the Development of California’s Accountability System: Director Cindy Kazanis of the California Department of Education (CDE) Analysis, Measurement, and Accountability Reporting Division and Administrator Joshua Strong, of the CDE Local Agency Systems Support Office will discuss recent developments in creating an integrated local, state, and federal Accountability and Continuous Improvement System, including the recent adoption by the State Board of Education (SBE) of the Local Control Funding Formula Evaluation Rubrics (DOC). Item 2–Assessment Update: Michelle Center, Director, Assessment Development and Administration Division, CDE, will provide an update on the California Assessment of Student Performance and Progress Systems (CAASPP) (DOC). This update will include an update on CAASPP scores, the alternate assessment for Science, and recent developments regarding threshold scores for the alternate assessment in English Language Arts and math. Item 4–California Education Resources Center for the Blind and Visually Impaired, Providing Quality Services for all Students with Visual Impairments throughout California: Sharon Sacks, Superintendent, California State School for the Blind; and Adrian Amandi, Director, California Education Resource Center for the Blind and Visually Impaired (CERCBVI), will describe the role of the CERCBVI and how its programs support students with visual impairments in local educational agencies, and ways to potentially expand services. Item 5–Competitive Integrated Employment (CIE) Blueprint: Jennifer Bianchi, Administrator, Quality Assurance Unit, CDE; Denyse Curtright, Department of Developmental Services; and Nina Presmont, Department of Rehabilitation; will update the ACSE on work being done to complete California’s Blueprint for CIE and highlight upcoming opportunities for stakeholder input. Item 8–Student Voice: Eddie Rea, former ACSE Student Commissioner and current Job and Internship Developer for the College 2 Career Program at Sacramento City College (SCC), will discuss his work at SCC and share insight regarding the transition of students with disabilities to community college. Item 9–Disability History Exhibit: Christina Mills, ACSE Commissioner and Deputy Director, California Foundation for Independent Living Centers; and Yolanda Vargas, Intern, YO! Disabled and Proud; will introduce the Disability History Exhibit, a part of the FAIR Act. During this time, Commissioners and attendees are invited to tour the Exhibit which will be on display in the CDE lobby October 24–28, 2016.

Item 14–Bookshare Accessibility Initiative: Brad Turner, Vice President, Global Literacy, Benetech, will explain the Bookshare accessible online library, which is supported by funding from the Office of Special Education Programs, and assists people who experience barriers to reading printed text.
