The purpose of the Title II, Part A Supporting Effective Instruction (SEI) Self-Assessment Tool is to provide guidance to local educational agencies (LEAs) on the required components of administering and implementing a successful Title II, Part A program. Although LEAs may use this tool to help prepare for their Federal Program Monitoring (FPM) review, the overall intent is to help LEAs strengthen their Title II, Part A processes and procedures. It is recommended that LEAs complete this self-assessment while reviewing the latest version of the SEI Instrument which is used during an FPM review. This instrument is located on the California Department of Education (CDE) Title II, Part A web page.

Title II, Part A Self-Assessment Tool
The Title II, Part A Self-Assessment Tool includes a list of components, organized by SEI Instrument item, that are required to implement a successful Title II, Part A program. Each requirement contains guiding questions, which the LEA may use to assess their program. Additional fields allow the LEA to indicate which office is responsible (i.e., Human Resources, Educational Services, etc.) and the status for each task.
