Reminder to Update Students’ English Language Acquisition Status in CALPADS prior to May 31, 2024 for Students Reclassified Based on 2022−23 Scores
On January 20, 2024, the CDE and Educational Testing Service (ETS) sent a communication to Local Educational Agency (LEA) coordinators of the English Language Proficiency Assessments for California (ELPAC), reminding them to check for English Learner (EL) students who may be eligible for reclassification based on their 2022–23 Summative ELPAC or Summative Alternative ELPAC scores, and included as part of that communication a list of EL students who may be eligible for reclassification based on those 2022–23 scores. LEAs are reminded that once the 2023–24 test administration ends on May 31, 2024, students can no longer use 2022–23 results for reclassification.
For students who may be reclassified based on their 2022–23 Summative ELPAC or Summative Alternate ELPAC scores, the CDE suggests testing these students late in the testing window in case they are able to be reclassified. This will prevent students from being unnecessarily tested and will limit LEAs from having to conduct cleanup through the Security and Test Administration Incident Reporting System (STAIRS). However, the CDE also suggests LEAs should administer the Summative ELPAC or Summative Alternate ELPAC to students waiting to be reclassified but who have not met all four criteria by May 15, 2024, as this will ensure that all eligible students are tested as required by law.
Recommend LEAs Update RFEP Status in CALPADS by May 15, 2024
Student English Language Acquisition Statuses (ELAS) are sent from CALPADS to ETS for population in the Test Operations Management System (TOMS) on a daily basis. For students who are reclassified to Redesignated Fluent English Proficient (RFEP), it is critical for their ELAS to be updated to RFEP in CALPADS with the appropriate status start date by May 15, 2024. Students with a status of EL in TOMS on or before May 31, 2024, and who have not taken the Summative ELPAC or Summative Alternate ELPAC, will count against the LEA’s ELPAC participation rate. Updating CALPADS by May 15, 2024, using 2022–23 Summative ELPAC or Summative Alternate ELPAC scores, with students’ RFEP statuses will ensure that RFEP statuses are in TOMS by May 31, 2024, for use in the ELPAC participation rate calculations.
