Dear Select County Superintendents:

Recovery of Overpayments for the Mandate Block Grant
Fiscal Year 2021–22

The purpose of this letter is to inform select county offices of education (COEs) that a reduction to the April 2022 Principal Apportionment monthly payment will be made to recover amounts overpaid for the Mandate Block Grant.

A revision to Mandate Block Grant allocations was required due to an error that occurred in the compilation of average daily attendance (ADA) for COEs which impacted ADA for both Attendance COE and Attendance District Funded County Programs. All COEs receiving Mandate Block Grant funding were impacted by the revised allocations; 26 COEs were overpaid and 30 COEs were underpaid.  The amounts overpaid are reflected in this recovery, and once funds are recovered, an apportionment will be processed for the underpaid COEs.

The schedule of Recovery of Overpayments is available on the CDE’s Mandate Block Grant Funding Results webpage at https://www.cde.ca.gov/fg/aa/ca/mandatebg21result.asp. Additional information regarding the Mandate Block Grant is available at https://www.cde.ca.gov/fg/aa/ca/mandatebg.asp.

If you have any questions regarding this offset, please contact the Categorical Allocations and Audit Resolution Office by email at Mandate@cde.ca.gov.

Sincerely,

Elizabeth Dearstyne, Director
School Fiscal Services Division
