Guidance for Testing Students with the 2020−21 Summative ELPAC and CAASPP in July 2021

Some LEAs have not been able to assess students with the 2020−21 Summative English Language Proficiency Assessments for California (ELPAC), or the California Assessment of Student Performance and Progress (CAASPP) during this month (July 2021). We apologize to the extent that inconsistent communication caused this result. In some cases, the LEA had exited the students in 2020−21 and then subsequently enrolled them in 2021−22. In other cases, LEAs have not yet enrolled them in 2021−22. In either case, the LEA will require assistance from the California Technical Assistance Center (CalTAC) in order to assess the student. In order to assess these students with 2020−21 assessments, please follow the guidance below:

  • LEAs who exited the 2020−21 enrollment with an Exit Code other than E155, and have already created a new enrollment for 2021−22:
    • Delete the 2021−22 enrollment.
    • Delete the 2020−21 Exit Date and Exit Reason if the Exit Reason Code is not E155 (students with an Exit Code of E155 can still test).
    • Contact CalTAC and notify them of the SSIDs for the students that need to be tested; ETS will then:
      • Delete the 2021−22 TOMS enrollment,
      • Delete the 2020−21 exit code in TOMS, and
      • Re-activate the 2020−21 student enrollment in TOMS.
  • LEAs who exited the 2020−21 enrollment with an Exit Code other than E155, and HAVE NOT YET created new enrollments for 2021−22:
    • Delete the 2020−21 Exit Date and Exit Reason if the Exit Reason Code is not E155.
    • Contact CalTAC and notify them of the SSIDs for the students that need to be tested; ETS will then:
      • Delete the 2020−21 exit code in TOMS, and
      • Re-activate the 2020−21 student enrollment in TOMS.

Note: LEAs who exited the 2020−21 enrollment with an Exit Reason Code E155, and have not created a new enrollment, should be able to test, and no additional action is needed.

LEAs should also be aware that because LEAs have the option to test through July 30, 2021, and removing the exit information for these students may generate CERT131 – Student Enrollment Record in Active Reporting AY Not Yet Exited, these LEAs may not be able to get to “LEA Approved” status by the initial deadline of July 30, 2021. If this is the only fatal certification error the LEA has left to resolve, the LEA should submit a CALPADS service ticket to calpads-support@cde.ca.gov with the justification regarding why the enrollments cannot be exited, and a certification override will be granted.
