PCSGP 2024–29 Funding Cycle

The PCSGP is a discretionary grant program administered by the California Department of Education (CDE) on behalf of the State Board of Education (SBE). California was awarded approximately $93 million in grant funds for 2024–29. States awarded these federal funds distribute them in subgrants to charter school developers to assist in the development and initial operations of newly established or conversion charter schools as well as to assist in the expansion and replication of high-quality charter schools, authorized under Title IV, Part C of the Elementary and Secondary Education Act (ESEA) of 1965, as amended by the Every Student Succeeds Act (ESSA) (20 United States Code [U.S.C.] 7221–7221j). Additionally, the PCSGP allows the CDE to award contracts and subgrants to external parties to assist with providing technical assistance to charter schools, non-charter schools, and charter school authorizers in California.

Start-Up Subgrant Funding Competitions

The PCSGP Start-Up Subgrant provides funding for the planning and initial implementation of newly established or conversion charter schools, as well as the replication and expansion of high-quality charter schools.

2024–25 Start-Up Subgrant Funding Competition (Upcoming)

The 2024–25 Start-Up Subgrant Request for Applications (RFA) for the Planning, Implementation, Replication and Expansion of Charter Schools will be announced via the Charter-Schools Listserv once the funding competition opens, and the RFA will be posted below.

2024–25 Start-Up Subgrant Waiver-Entry Funding Competition (Closed)

The 2024–25 Start-Up Subgrant Waiver-Entry Request for Applications (RFA) is only available for subgrantees from California’s 2020 CSP grant with remaining time and funding available, meeting all of the requirements under this RFA and continuing to meet the federal definition of a “charter school” under ESEA Section 4310(2).

Technical Assistance Funding Competitions

The CDE will conduct competitive processes to select technical assistance providers for contracts or subgrants, funded by the federal Charter School Program (CSP), authorized under Title IV, Part C of the Elementary and Secondary Education Act (ESEA) of 1965, as amended by the Every Student Succeeds Act (ESSA) (20 U.S.C. 7221–7221j).

2025–26 Charter Authorizer Support Initiative Local Educational Agency Contract Funding Competition (Closed)

The 2025–26 Charter Authorizing Support Initiative (CASI) Contract Request for Applications (RFA) is open to Local Education Agencies (LEAs) with direct experience authorizing and supervising active charter schools, that have sufficient technical assistance experience to provide state-wide trainings on charter school authorizing and oversight standards. The CDE will conduct a competitive process to identify up to three LEAs with which to contract for fiscal year 2025–26 to continue and expand technical assistance in order to improve the quality of charter school authorizing and oversight.


PCSGP 2020–23 Funding Cycle

The PCSGP is a discretionary grant program administered by the California Department of Education (CDE) on behalf of the State Board of Education (SBE). California was awarded approximately $41 million in grant funds for 2020–23 with one approved no-cost extension request for the 2023-24 fiscal year. States awarded these federal funds distribute them in subgrants to charter school developers to assist in the development and initial operations of newly established or conversion charter schools as well as to assist in the expansion and replication of high-quality charter schools. Additionally, the PCSGP allows the CDE to award contracts and subgrants to external parties to assist with providing technical assistance to charter schools, non-charter schools, and charter school authorizers in California.
