Year 1 ESSER I Fund Annual Reporting

Information on Year 1 Annual Reporting for the Elementary and Secondary School Emergency Relief (ESSER) I Fund

Please note: the information on this page refers only to Year 1 ESSER I Annual Report, which included expenditure information from March 13, 2020 – September 30, 2020. This is for documentation purposes only, as the annual reporting requirements have changed per guidance from the U.S. Department of Education beginning in Year 2. The ESSER I Fund is a subset of the federal Education Stabilization Fund, and was created by the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Pursuant to Section 18003 of the CARES Act, funding is allocated to states based on their share of Title I of the Elementary and Secondary Education Act of 1965 (ESEA) funding.

Not less than 90 percent of the funds received by the state must be disbursed to local educational agencies (LEAs) in proportion to the funds received under Part A of Title I of ESEA. This is referred to as the Mandatory Subgrant, and is reflected in an LEA’s Resource Code 3210 allocation.

The remaining funds are known as the state educational agency (SEA) Reserve, and may be allocated at the state’s discretion. The 2020–21 Budget Act appropriated $112.2 million of the SEA reserve to increase reimbursement for meals served between March 2020 and August 2020, inclusive, at a rate not to exceed an additional $0.75 per meal. The Budget Act appropriated the remaining $45 million for the California Community Schools Partnership Program.

SEA Reserve

This section contains expenditure information about the amounts the LEA received from the SEA Reserve. This includes funds used to increase reimbursement for meals served between March 2020 and August 2020, inclusive, as well as any funds received from the California Community Schools Partnership Program.

Amount Awarded from SEA Reserve

This amount is prepopulated based on any additional meal reimbursement or California Community Schools Partnership Program allocation.

Amount Expended by the LEA for Public Schools from the SEA Reserve

Based on the prepopulated amount above, indicate the dollar amount expended for Public Schools. Enter the amount without commas, but decimals may be used.

Please note, when combined with the SEA Reserve amount for Non-Public schools, the total must equal the Amount Awarded from the SEA Reserve.

Amount Expended by the LEA for Equitable Services for Non-Public School Students and Teachers from the SEA Reserve

Based on the prepopulated amount above, indicate the dollar amount expended for Non-Public Schools. Enter the amount without commas, but decimals may be used.

Please note, when combined with the SEA Reserve amount for Public schools, the total must equal the Amount Awarded from the SEA Reserve.

Fund Overview

Indicate if the LEA has served students and teachers in both Title 1 and Non-Title 1 schools, or only students and teachers in Title 1 schools, with its ESSER allocation. This should include both the Mandatory Subgrant funds (Resource Code 3210) as well as any SEA Reserve funds.

Mandatory Subgrant Section

This section contains expenditure information about both the amount the LEA received from the Mandatory Subgrant (Resource Code 3210) and the amounts the LEA received from the SEA Reserve.

Total Amount Awarded to the LEA from the SEA Reserve

This amount is prepopulated based on any additional meal reimbursement or California Community Schools Partnership Program allocation.

Total Mandatory Subgrant Amount Awarded to the LEA

This amount is prepopulated based on the allocations the California Department of Education (CDE) calculated the LEA is eligible to receive. This displays the total funds that will be available when all funds are disbursed, and is consistent with the information provided on the ESSER I web page.
Please note: If an LEA has a locally funded charter school, that charter school’s allocation is included in the Total Allocated Amount.

Total Amount Awarded to the LEA

This amount is prepopulated, and is the sum of both the Mandatory Subgrant and any SEA Reserve allocations.

Total Amount Previously Reported Expended from Cycle 1

This amount is prepopulated based on the data the LEA submitted to the CDE as part of Cycle 1 ESSER reporting (March 13 – September 30). This amount is point in time, and does not reflect any subsequent adjustments. This amount only includes the Mandatory Subgrant (Resource Code 3210), and excludes any amount awarded from the SEA Reserve. You may also review your expenditures from Cycle 1 in the CARES Act Reporting system to review what you reported.

Amount Expended by the LEA for Public Schools

Complete this entry based on both the Total Amount Previously Reported Expended from Cycle 1 and the Amount Awarded from the SEA Reserve. Enter the amount without commas, but decimals may be used.
Please note, when combined with the Amount Expended for Non-Public schools, the total (displayed in the Total Amount Expended by the LEA) must equal the Total Amount reported from Cycle 1 plus the Amount Awarded from the SEA Reserve.

For example, if an LEA received $10,000 from the SEA Reserve and $90,000 from the Mandatory Subgrant, but in Cycle 1 only reported expended $10,000, then the total must equal $20,000.

Amount Expended by the LEA for Equitable Services for Non-Public School Students and Teachers

Complete this entry based on both the Total Amount Previously Reported Expended from Cycle 1 and the Amount Awarded from the SEA Reserve. Enter the amount without commas, but decimals may be used.
Please note, when combined with the Amount Expended for Non-Public schools, the total (displayed in the Total Amount Expended by the LEA) must equal the Total Amount reported from Cycle 1 plus the Amount Awarded from the SEA Reserve.

For example, if an LEA received $10,000 from the SEA Reserve and $90,000 from the Mandatory Subgrant, but in Cycle 1 only reported expended $10,000, then the total must equal $20,000.

Total Amount Expended by the LEA

This amount is automatically populated based on the LEA’s entries for the amounts expended for public and non-public schools. In order to complete the report without error, this amount must equal the Total Amount reported from Cycle 1 plus the Amount Awarded from the SEA Reserve.

Total Amount Expended by Activity

This section contains detailed expenditure information about both the amount the LEA received from the Mandatory Subgrant (Resource Code 3210) and the amounts the LEA received from the SEA Reserve.

Instructions

Please use the following guidelines to report funds expended:

  • Please report all expenditures in the most applicable category (the amounts expended from the SEA Reserve Fund should all be placed in the “Other” category).
  • Report your expenditures from March 13, 2020 – September 30, 2020 as you reported in Cycle 1 Reporting (any subsequent adjustments after September 30, 2020 should not be reflected in this report).
  • Please enter in decimal numbers only. Other punctuation, such as commas, is not allowed.
  • Please add a "0" for any category where funds were not expended.
  • The sum of the categories below must equal the Total Amount Expended by the LEA listed above.

Student Participation and Engagement

This section contains multiple Yes/No questions about the use of the Mandatory Subgrant portion of ESSER funds (Resource Code 3210). It is specifically focused on the methods of documenting student participation and engagement for those LEAs that used ESSER funds to develop, initiate, and/or implement remote learning.

Instructions

Please mark Yes/No for each method of participation and engagement tracking used, marking “Yes” for each method used for 50% or more of the students within a grade level. Note, this section is only applicable if the LEA used funds for developing, initiating, and/or implementing remote learning. As such, if the LEA did not use the funds in this manner please select “No” for each question.

If an LEA consists of only Elementary or only Secondary schools, please enter “No” for each question that does not apply (e.g., all “Nos” for the Elementary section for an LEA that consists of only Secondary schools).

Full-Time Equivalent (FTE) Positions

Please enter the number of full-time equivalent positions for the LEA as of the listed dates. Positions should be listed regardless of funding source, and include instructional and non-instructional staff and contracts.

Contact Information

Please provide the first and last name, title, email address, telephone number, and telephone extension (if applicable) of the individual completing the report. If the CDE has a question concerning the report, the CDE will first attempt to contact the individual listed.

Finishing the Report

Once the report is complete, an LEA must save the report by clicking the “Save Data” button at the bottom of the page. If there is an issue, the reporting portal will indicate there are errors to be reviewed at the top of the webpage. If there are no errors (or any errors have been resolved), you will see the message “Your data have been saved.” At that point, the report is complete (there is no submittal button/process).

It is possible to confirm if a complete report was saved at any time by confirming there is a “Date Submitted” to the far right of the reporting link on the main page of the reporting application.
